The Maintenance Response Supervisor is responsible for providing effective and efficient spill response services using all available resources and ensuring customer satisfaction. This position is accountable for the operations, maintenance, communications, contractor support, training and readiness of response equipment within the Supervisor’s geographical areas of responsibility.  In order to achieve these goals, the Supervisor maintains awareness of situations that affect MSRC's ability to respond quickly as necessary or appropriate; is familiar with the geographic areas and the contractors within these areas;  and, maintains a positive state of readiness by being available to respond 24 hours a day, 365 days a year anywhere.

The primary focus of a Maintenance Response Supervisor is the supervision of corrective and preventive maintenance on equipment; second is maintaining readiness in order to respond to all spills. Third is the training and development of all subordinates and the maintenance of customer relations. The Maintenance Response Supervisor is not a Seaman.

Qualifications include experience in oil spill management, leadership and effective supervision, seamanship (deck seamanship, boat-handling, marine maintenance), and a mechanical aptitude. Must have effective problem solving, communications and computer skills. A high school diploma is required along with a valid driver's license. A marine document or license is desirable. Must be available for travel within the assigned geographical areas and elsewhere. Safe and good business practices are integral. Physical requirements as prescribed by the Company.

The Health and Safety Administrator is responsible for the implementation of comprehensive safety, health and environmental programs inclusive of all operations and in strict compliance with federal, state and local requirements and corporate policies, doctrines and procedures.  Position is responsible for documenting lessons learned during exercises and actual oil spill responses to enhance future operations.  This position makes recommendations to improve plans, policies and procedures and implements all approved changes to the safety, health and environmental compliance programs.  In the event of an oil spill, this person will be the responsible safety, health and environmental compliance supervisor for MSRC personnel and resources.

Applicants must have the following qualifications: A Bachelor’s degree or equivalent experience is required.  Certified safety credentials are highly desirable.   Requires 5 to 7 years experience in oil spill activities and/or relevant safety, health and environmental compliance positions. Proven interpersonal and professional skills.  Requires detailed knowledge of oil spill response equipment, training techniques, deployment techniques, exercise design, evaluation techniques, safety and health program implementation, environmental compliance procedures, and demonstrated ability to interface with the public and appropriate government agencies.  Knowledge of OSHA guidelines and regulations are required.

The CGA Maintenance Master Responder level is the top-level non-exempt position for Clean Gulf Associates.  A Maintenance Master Responder has acquired the knowledge and skills to effectively perform all tasks assigned to a Maintenance Lead Responder at MSRC.  The Maintenance Master Responder is trained and qualified in the hydraulic and diesel repair of oil spill response equipment. This position possesses a broad range of mechanical skills including some electrical skills. This position also possesses significant experience with operations in the marine environment under a variety of weather and visibility conditions, advanced training and significant experience in oil spill response operations/drills/exercises.  Maintenance Master Responders also demonstrate proficient administrative and management skills, the ability to design and execute drills, exercises, and formal training courses, and the ability to assume increased responsibility in the management of day to day activities as well as during spill response.  Primary focus of this position will be corrective maintenance on Clean Gulf Equipment, second is the performance of preventive maintenance and third is to respond to oil spills as a qualified responder.

The Manager, Technical Services provides leadership in all aspects of MSRC’s technical readiness posture.  This position’s primary responsibilities include:

  1. Management, development, and fiscal oversight of MSRC’s multi-year Drydock, UWILD & Vessel Certification programs, in accordance with USCG, ABS and MSRC requirements;
  2. Development and fiscal oversight of MSRC’s oil spill dispersant program;
  3. Effective leadership of MSRC’s Technical Services department and staff to ensure technical competence, cost-effectiveness, timeliness, and innovation regarding all technical issues, including oversight of company-wide engineering and operational modifications;
  4. Management of MSRC’s USCG Oil Spill Removal Organization (OSRO) classification. Assist operational Regions on various State response organization programs, as requested;
  5. Provide MSRC management with practical business solutions pertaining to spill related issues, and support MSRC’s in-field oil spill response operations, as necessary.

A bachelor’s degree in a marine related discipline required; related advanced degree preferred.  7-10 years of relevant experience, with expansive knowledge of oil spill response issues.  Strong project management, budgetary and organizational skills a must.  Ability to communicate effectively with all levels of management essential.
