Dispersant Program


Over the last five years, MSRC has been working with the Marine Preservation Association (MPA) Dispersant Advisory Committee (DAC) to develop an enhanced dispersant services program. Although the U.S. Coast Guard has not yet published regulations requiring dispersant capability (which will primarily impact vessel operators and a few facilities), MPA members have always wanted access to a strong dispersants capability. MSRC has historically had dedicated dispersants capability, but aging aircraft and the ability to provide dispersants nationally drove the decision to revisit and implement a new (and significantly enhanced) program.

MSRC’s new dispersants services program became operational in January 2007, with one dedicated C-130 aircraft located in Coolidge, AZ, and a King Air 90 located in Stennis, MS. In addition to these two airplanes, MSRC, working with our service provider, is in the process of getting a second C-130 approved for dispersants spraying by the FAA. While this program is being primarily funded by a separate MPA Dispersant Class with emphasis on off-shore Gulf of Mexico operations, the resources are available to all MPA members in the event of an incident. Dispersant stockpiles are located around the U.S. at or near selected staging airports. MSRC owns both COREXIT 9500 and 9527 dispersant. Additionally, MSRC is working with other worldwide industry-funded organizations to develop a dispersant sharing program that will allow access to a broader cache of dispersants.
