• Support the development and operation of Government In-house EVMS to generate earned value data in support of the Office of Management and Budget's (OMB) Performance Based Budget requirements

• Develop, document, maintain, and implement EVM processes, procedures, standard practices, and EVM guidelines

• Develop and maintain EVM training materials

• Work Breakdown Structure development and maintenance

• Analysis of contractor submitted EVM data

 


Project Scheduling

• Develop, maintain, and update Integrated Master Schedule (IMS) for U.S. Department of Defense (DoD) Programs

• Analyze and identify opportunities to improve program schedule execution

• Support Integrated IBR to provide insight into cost and schedule performance issues

• Support IBR planning including assessing the quality of the plan; identifying, defining, reconciling and managing interfaces; integrating and optimizing the schedule; and identifying and assessing program risks to the baseline including assessing the quality of the plan

Financial and Budget Analysis

MSRC provides tracking and processing of fiscal and budget transactions using customer databases and systems such as General Fund Enterprise Business System (GFEBS). A range of financial management systems are used to support administration of financial accounts and cash flow and monitor anticipated resource requirements and actual expenditures. MSRC generates and submits financial documentation to satisfy reporting requirements such as Obligations and Disbursements and detailed analysis to all key stakeholders.

Program Management

Subject matter experts support the establishment of program plan requirements ensuring that strategic decision-making is based on a comprehensive understanding of mission priorities, technical requirements, and fiscal restraints. MSRC supports the development of budgets and schedules to measure contractual and program performance against plans throughout the life-cycle of the program.
